I just wanted to make the point, that this is exactly the kind of disaster that could have been prevented had the housing association being using my safety confirmation service Alertacall www.alertacall.com. We conducted research in to these horrible events a few years ago and were surprised to learn that several thousand people a year die and are undiscovered for quite some time in the UK. The interesting point here, is not whether something like Alertacall could have detected the event sooner (because it is a fact it would) but whether had Alertacall and other appropriate telecare been installed - would this person actually still be alive? It’s possible.
