The provider that handles the mailing list service automatically removes addresses of people who sign up if emails have 'bounced' a few times. Bounces - returned undeliverable emails - can happen for a number of reasons outside of anyone's control.

For example, large free email account providers - Hotmail, Yahoo, GoogleMail, Comcast, etc. - are well known for not delivering emails they arbitarily decide may be spam, and not telling the sender that they haven't been delivered. I'd suggest that, if you can, you sign up with another email address, or be alerted to changes in the news items listing via an RSS reader such as Bloglines, GoogleReader (or in some cases your browser or email account) or, now, by following TelecareAware on Twitter.
