Could a pendant alarm have been positively harmful?

Here's a remarkable story from the USA: a man did not turn up for a physical therapy appointment and the therapists, knowing he was very reliable, went to see if he was alright. They found him lying on the floor with a broken hip. If he had had the medical alert the therapists had been discussing with him, and could have used it, he would have been spared over 36 hours' pain and discomfort.

However, if they knew he had it, would they have bothered to go out? And, if he had not been wearing the pendant, as many owners neglect to do, and had been unable to reach it, what then? Pair checks on no-show patient from The Herald, York County, Southern Carolina.
