I have received an enquiry from a reader in Croatia asking if I know any Red Cross organisations that run telecare services. I only know two: in Catalunya and Moray, Scotland. I understand that the Red Cross is active in telecare for older people in Germany and in Austria, with more than 40-50% of the market.
